But let’s play hypotheticals, could David Ortiz actually come back if he wanted to?

And those 60 days are for the first day of the season. So that puts ‘Papi out of baseball until at least June. That list means he’s made a formal announcement of his retirement.
Could Big Papi come back for a stretch run? Maybe… but would you want an aging slugger fresh off the couch who hasn’t been through any spring training or anything at that point?
I don’t know, but the bottom line is… Arnie is wrong. David Ortiz isn’t coming back.
