NFL fans and NFL players are outraged over the penalty situation in the league. The Raiders committed 23 penalties on Sunday while teams like the Seahawks and Redskins had major calls go against them in clutch situations.
So who should players and fans be upset at? Is it the NFL officials, the league itself or the Competition Committee?
